I don't know if he did or didn't, it's just one possibility. There's more than a few people who didn't take to working with Roddenberry, although most of them seem to have been writers rather than actors.
Hunter's wife was by accounts acting as his agent. Attending meetings and puffing up the actor's rep is pretty much what agents do, and being married to your agent saves on the commission. No idea how common or uncommon it was for women to be agents in the 60s, though.
