Not knowing anything about the disease, there's no way of knowing what, if anything, could have been done without the Enterprise's "medical facilities." Although McCoy probably could've just sedated Hedford to relieve everybody's suffering, I guess.
I don't think we know how much time they are stuck on that planet with Cochrane. There are no night scenes, so I presume it all takes place within a single day, but whether it's 5 hours, 15 or 25, no idea. A day isn't going to be the same number of hours on every planet.
I wasn't suggesting that the Enterprise was on a covert mission. What I had in mind was some sort of no-entry restricted zone around the conflict. Bringing the Enterprise into it could result in one of the opposing parties jumping to a conclusion that Starfleet was sending an armed ship because it was taking sides, leading to the collapse of negotiations and the outbreak of war.
