If Claire Coffee hadn't gotten pregnant, I don't see any reason why Juliette couldn't have ended up as Nick's hexenbiest partner instead of Adalind. I always thought that the peak of the series was that short period between Juliette finally getting clued in to the grimm/wesen world and Nick losing his powers, when Juliette became a fully fledged member of the scoobies. The real problem with the Juliette character in s01-s02 was that there was never enough for her to do.
I have always believed that Juliette burned the trailer to get back at Nick. That was her revenge on him. She really had it in for Adalind, and that's why she agreed to take Diana from Kelly. Other than that, I don't see her even being remotely interested in any of the royals' plans. As for safe haven, while that could be a consideration, I saw Juliette as much too independent to have to rely on the royals merely for that. After all, she got off the helicopter to go after Nick. Safe haven was not on her mind at that point. Henrietta pointed out that Juliette had the power to make mush of any man. With that kind of power, Juliette doesn't need to worry about finding a haven. All she needs is to find a man who can give her the haven she wants.
The reason why Juliette didn't have anything to do was I believe, deliberate on the part of Kouf and Greenwalt. I never understood why the series went to this issue of making her a veterinarian and then never showing her treating sick pets, other than a horse, which was also one of the more absurd things I've seen on the show. Do wesen own pets? That's a fascinating concept that could have been explored in depth by Juliette. Instead they gave her dumb things to do, like cooking chicken tetrazzini (or whatever) for Nick because it was his favorite dish. They also never gave Juliette a background. We met Nick's mother, aunt, and wild cousin Trubel, Adalind's mother, Renard's mother, Monroe's mother and dad, Rosalie's mother and sister, Bud's assorted kin. But Juliette? Nothing but a friend who she hung around with once. She was forced to rely on Nick's group.
I'm not writing this in an effort to feel sorry for her. The thread isn't about that. I just think her lack of background was deliberate. Make her into a hexenbiest...........no one comes to put Nick on the hot seat about what happened to her. Give her car to Adalind.............no cop stopping her in traffic only to find she doesn't have a driver's license and is driving someone else's car. Juliette was a nobody without powers who got turned into a nobody with powers.
