There could have been fakes. Grimms could have made some as decoys (with different maps, of course) and royals could have made some to fool other royals and enhance their power within the families, but we don't know for sure that there were.
We know that there were originally seven, that Nick and the scoobies ended up with five and that at one time the royals claimed to have four. We never actually saw four keys in the hands of any royal, nor do we know for a fact that they didn't lose any of the ones they claimed to have (it's unlikely that Renard would have been on the notify list if any of the royals' keys were taken). If we assume that there were fakes made, then we have no idea how many there could have been.
The problem with a fake key is that if someone tries to match your fake up to a real key or two and the maps don't line up, the jig is up. And then you die.
