Kelly did express guilt over leaving Nick, but when she made the case for why Diana had to be taken from Adalind, it seemed pretty clear to me that she also saw the baby as an asset, a potential superweapon that neither the royals nor the resistance should be allowed to have. OTOH, when Diana spoke of Kelly later, she seemed to regard her as a "second mommy" who took care of her, so maybe Kelly did make an effort to be a good mother to her.
I found it interesting that Diana always had a clear perception of Adalind and Sean as her mommy and daddy, so apparently Kelly never make an effort to tell her otherwise. Maybe she reasoned that if she tried to deceive Diana and was found out she'd end up smothered in her bed.
