The reapers' heads on ice were air shipped direct to Manheimm. He was shown receiving the sealed international shipping box bearing an address label with his name on it (how it got through customs in Germany is one of Grimm's many plot mysteries).
In S01 some of the royals seemed to be tapped into what Renard was trying to do (recruit Nick the newly-emerged grimm as one of his minions serving whatever scheme he was plotting against his own family). Renard seemed to think that the way to do this was to isolate Nick from other influences (killing Marie, slipping Hank a zaubertrank). If Mia was trying to maneuver Renard into some sort of alliance with whatever other royal family she represented, trying to scare Monroe away from Nick and then trying to have Monroe killed when scaring him off didn't work might have been part of that. As schemers go, Mia didn't strike me as being the brightest bulb in the chandelier.
