Based on the scene that aired, it sounds like the Resistance wanted Diana as much as Kelly, or any other faction. It also sounds like the Resistance considered Kelly and Renard traitors.
But, going with the scenario you suggested of Meisner being both Resistance and HW, Meisner/HW may have helped Kelly stay hidden from the Royals and the Resistance.
In Grimm Identity, Meisner told Renard the Resistance made a deal with Viktor - the King’s death for Diana. This might be a lie, and HW, pretending to be the Resistance, made a deal with Viktor.
So Kelly may have been a casualty of war, or the Resistance lead her to her death because of her betrayal, or HW eliminated Kelly so their alliance wouldn't be discovered.
