They are not one in the same.
What did you see that made you believe that Juliette was "at least conscious" of everything she was doing?
What I think here is that people are looking for a logical explanation of Hexenette and so translate the blame for what she did to Juliette. Yet there is no proof that I can see where Juliette was even in existence during Hexenette's rampage.

There's one big issue I have with this theory. We were told right off by Henrietta that Hexenette is something the likes of which has never been encountered. She didn't even know how far Hexenette's power would go. It's apparent Hexenette is somehow deeply connected with the Earth because her blood kept going and going and going.
Adalind went through some time honored rituals to get her hexenbiest. Juliette did not. The most powerful hexenbiest spirit ever to walk the earth isn't going to stand for a measly little human spirit residing alongside it in the same body. It doesn't make sense in lieu of what we've been told. Nothing Hexenette did even remotely translates to something Juliette did. Or, did not, because we have no background on Juliette for comparison.
Hexenette, not Juliette, is the one who is responsible for breaking up the bar, betraying Kelly, attacking Nick and manipulating events to show she's in control.
Did Hexenette know that Kelly was going to be killed? I believe she did.
Did Juliette know that Kelly was going to be killed? Nope because she isn't in existence any longer.
They are not one in the same.
The best way to frustrate a cyberbully is to ignore him.
