I would say that even Saturday morning cartoons have same kind of message in their stories. The point I think people forget is that all writers to write something will be influenced by the cultural environment.
A Japanese will probably write stories with some samurai references even if it is not apparent. A Brazilian writer will probably use Brazilian cultural elements in his story. As someone that is out of USA, I think there is some common elements in all American movies that doesn’t exists in Brazilian movies.
This doesn’t mean that the writer wants to make propaganda about a message. But I think that the story represents some cultural element or some way of thinking that the writers’ unconscious put in the story.
Another point is that the way we see the show is influenced by our own cultural environment. It means that the writers may have intent one specific message but I can have interpreted it in another way in got another message.
For example, I believe TV network is used to make propaganda of messages because it is openly used in Brazil. There is a TV from a gospel church, for example, that uses to air normal stories (As a way to speak) as biblical stories. And there is another TV network that uses African religious elements. Both of them use to put their own political views as a way to influence the viewers. This way, as I am used to filter everything all see on TV here in Brazil, probably I am doing same about Grimm.
