I think she was controlling the gun, js, but I am also going to add a caveat here. I don't believe Juliette really intended on killing anyone and that's why the bullet never struck Monroe. To me, it's senseless for a hexenbiest like her to waste time having Nick fumble around with the gun if her objective was really to kill Monroe. In my opinion, if Juliette really wanted to kill Monroe, she'd have simply made the gun come to her and she would have shot him.
ETA: and this brings something to mind about Diana, because I think in the case of Renard and Adalind, she wanted them together, and so she pushed them together, but her real intent was to let them take it from there. I think that's the reason why Adalind was able to break away.
This also raises a question in my mind. Could Eve forcibly control Diana? Could Adalind forcibly control Eve?
