Remember they were saying just drop the gun but Nick didn't he was afraid the letting go Juliette than had nothing preventing her for firing the weapon. Like Hanks weapon she made it fly out of Hank's hands. I don't thinks she made Sean kill Conrad I think she planted the idea to kill Conrad and Sean seen the sword and used it she just put the sword as a maybe in his mind.
Sean doesn't seem about to know when Diana is putting ideas into his mind like Adalind does. So he didn't know it was her idea he by now feared Conrad and what Conrad would have him do as mayor that he would be a pawn in Conrad's game and so for Sean the idea seem like his own. Sean wouldn't want to share power with anyone.
I tend to think that this is a matter of control rather than putting an idea in another's head. Juliette caused Nick to point his gun at Monroe. Nick didn't seem to act like it was his idea to do so. He acted as though Juliette were controlling his actions. It would have been interesting to see how Nick would have reacted had Juliette not been within sight. Would he know that she was controlling him? I don't think so.
