Trubel's importance (IMO) is simple mistaken identity. Chavez came to Portland to find THE Grimm. At that time, Adalind had taken away Nick's Grimm and he was merely human. So Chavez abducted Trubel. Oops! Wrong Grimm.
However, IMO Trubel is one badass (tough, uncompromising, or intimidating) Grimm. The secret government organization likely believes Trubel was THE Grimm.

@hexenadler and @new guy. I think New Guy pretty much has it pegged. Chavez thought that Truble was the only Grimm in town at the time. (Which she actually was then.)
With this whole Black Claw uprising going on the situation is: "All hands on deck"!! We are in deep shit people!!
The Chavez/Meisner group needs every Grimm it can get. I'm pretty sure they are going to do everything they can to get Nick on board.
