The Captain strikes me as a born leader of men, and I think he takes a real interest in the men under his command and is a good police captain. While he's a man with two lives (the other being his pursuit of an agenda involving the seven families), I feel he takes his duties of the head of the PPB department seriously and does his job well and responsibly.
He's also a person who has been practically hardened by a lifetime of defending himself against his more powerful rivals for the family throne (strange that although he is a bastard, he retains the royal family surname of Renard). Under these extreme circumstances we might expect him to become a paranoid tyrant. Instead he seems to have become one who, though being quite capable of killing an opponent, never does so out of bloodlust or personal vendetta. Imo, he does so as a requirement of self defense or situational necessity. He combines the higher qualities of a sense of fair play and a desire to do the right things where possible with the absolute willingness to brutally put aside those options when conditions require. The problem is conditions often do require expediency and he must fight fire with fire against a formidable and determined enemy, the Royals. So, Renard's a dangerous guy, but I like him that way.
His choices in his personal life are below my expectations with regard to Juliette. They did have a cursed-enhanced history which may have contributed to his lapse of judement in sleeping with her, but that doesn't excuse him, it was wrong.
I agree with your comments about Renard and Juliette. The “Love (hate sex) spell” was not properly resolved by the Face Off in 2.13. It doed not excuse either of them for the raunchy hate sex that they had in Hibernaculum 4.17. Juliette’s trashing of Nick’s love for her and Renard’s broken promise to “end it” and his violation of moral duty as Nick’s Captain are inexcusable and disgusting.

Marie – Renard sent Adalind to kill her. To control Nick? Get the Key?
Eric – Renard ordered Meisner to kill him. Family feud?
Taymor – Renard has a “priest” kill him. To hide his participation in the “fight to death” activity.
There is a thread “Renard, Retaliation and Revenge” that discusses the Renard and Nick interaction. IMHO, Renard is the number one villain that has caused Nick so much pain and suffering. The writers promise Nick wants revenge and Renard should be the main recipient.
