Adding a thought in the promo Chavez says something like if you kill me you will never know what's really going on. If she kidnapped Trubel I don't think that would stop Nick so Trubel will have to as I see it.
Why bring out the Chavez thread again when she dead. Good point but thought I'd put out some points see if we can connect some dots.
In the start of season 4 we meet Chavez at Nick house because of what happened there, she see Grimm books and normal Grimm kill. Now she tries to find out if there is a Grimm for HW. She finds Trubel now her people are watching the house and the actions of Trubel. She may even see some of the early cases Trubel works as a Grimm for Nick. Now her agents see Trubel with Josh leave the house for PA so she has her agent track them and drops back on watching Nick.
Trubel gets the call from Monroe about Nick needing help. Trubel tells Chavez she needs to go to Nick to help not a problem because she is on to Juliette as a hexen we can guess how she got on to Juliette as we know when Juliette made the big change she wasn't shy about it, but just say Chavez is checking out Juliette. Still doesn't know about Nick as Trubel hasn't told her, and Chavez hasn't told Trubel that Juliette may be a hexen. Remember Chavez is looking for Grimms not hexens so to her Juliette for now is not high up the watch list as yet.
Trubel doesn't know about Kelly she doesn't know about Kenneth and the royals, she only learns this from Nick.
But Chavez has been watching because Meisner has gotten word on Diana and Kenneth from the resistance. So now HW is in the loop. Chavez puts out the word on Juliette as maybe a powerful hexen which might be of use or needs to be killed take your pick.
Just a note here I don't think HW phones gps are turn on Trubel told Nick she tracked his phone but Meisner said he track the bikes gps. So some of our ideas why Meisner told Nick to keep the phone wasn't to track him.
After what happened at the mansion even if Trubel didn't give them the rundown Meisner was there he would have but I think Trubel likely did tell them about the attack also. So Chavez knew what happened there. Here we could add HW worked behind the scenes to keep it from leading anywhere, because two of their agents were there, forget about Nick and the Scooby's. Meisner because he is in the loop on Juliette see her approaching the helicopter he is in the co pilot seat but now take you pick again the King tells Juliette to go back and take out Nick or she few thing can't end this way on her own. They take off Meisner takes out the King calls Chavez and tell her Juliette hasn't left Portland with the King.
I lean towards the King telling her because he hasn't heard from Kenneth to take out Nick he may even have over hear this as there is some time from when Nick sees them out the window and the choppers takeoff. We know the royals are so forgiving right, and the King knows Nick set Kenneth up.
Chavez after this she learns this from Meisner calls Trubel and tells her where to go and kill Juliette as we have seen that didn't work so well or it did depending on what HW plan was. We have to remember also Trubel a footsoldier not the shot caller, she may be important but if she killed or captured can't take the chance she may talk.
Trubel thinks she killed Juliette likely the worst thing HW has asked her to do, but when she sees the fight and Nick give up not a hard call now.
So even if Chavez is out of the picture the picture is clearer with her calling the shots, and add in Meisner what do we have?
I like your idea of why Juliette did not get on the helicopter. I could also see Chavez telling Trubel that Juliette went back to the house. But did Chavez send Trubel to protect Nick. Chevez did not even know Nick was a Grimm. So why would she want him protected. That leaves Chavez sent Trubel to bring Juliette in. Knowing she is a hexenbiest it would make sense to tranquilizer her. I still question the neck shot. It is hard to see how that in anyway could not be fatal. But then we say them use the cross in double date and it was not fatal. So physics works different in Grimm world. They make a point about the excuse being not having poison in the arrow. The problem is not what is in the arrow. It is the arrow it self.
@jsgrimm. There is just one small hole in your theory. At the mansion the king tells Rispoli that Kenneth is basically expendable when he is informed of his arrest.
Basically, he was feeding him to Nick: "Give them both some closure." As I recall. So why would he go out of his way to do anything to help him later?

He could careless about Kenneth only the family honor for him. He can't let a royal die without getting his pound of flesh. Now that Kenneth hasn't returned well he figured the Grimm won. So send Juliette for honor nothing else.
