Scoobies don't know about Kelly's powers (whatever they are) but Z certainly does. Rosalee finds out about the Little Bear also being a target, but she doesn't connect the dots. It's Diana's nightmare that alerts Adalind to Kelly also being a target but there's no fairy dust for him. So if the fairy dust truly made Diana invisible, not using the concealing spell on Kelly is a mistake they will realise too late if Z finds the cabin through searching for the one child not hidden by a magic spell.

It would seem stupid to not kill the one person that possibly can destroy him, or at least put up a bigger fight than what he's seen since crossing over.
