Diana thought of Kelly as her "other mommy;" that doesn't necessarily mean that Kelly saw Diana as her "daughter."
I doubt that Kelly ever intended to raise Diana "as her own." Her priority was simply to prevent Diana's "extraordinary destiny" from being co-opted by anyone she considered "the wrong people." Perhaps Diana in a setting where neither the royals nor the resistance could influence her upbringing was just "mission accomplished."
