I doubt they're planting the seeds for a spin off mainly for two reasons: there has been no news of it (the press is usually quick at picking up on these things), and, as much as I like Trubel, I don't think she's a well-rounded enough character to carry her own show yet. Of course a show with her as the main character would be a chance of growth and exploration but it would also be a huge leap of faith for the network, especially with the mixed reactions her character got from the audience.
I'd watch it... but with a feeling of impending dooom.
If a spin-off was their intention and they're doing it secretly they better step up their game to make it worth watching.
