The words mean it's a family crest. Like this one:
So is this the crest of a German family named "Nec Aspera Terrent?"
No, they're the Brunswicks (aka Braunschweig).
Look at the crests of Germany's historic royal families here:

Most of them have no text at all on them, and the ones that do have mottos. Not a single one of them bears the family name.

I know what a family crest is and what a coat of arms is. And yes, both can have a banner with words. Both of you pasted a crest with a motto. Can either of you step away and look at it closely, then look Monroe's plate? His plate has a name, not a motto. This is where you guys are confused. When a Coat of Arms has a banner with a name is not the same as a banner with a motto.
motto - noun mot·to \ ˈmä-(ˌ)tō \
1 : a sentence, phrase, or word inscribed on something as appropriate to or indicative of its character or use: "The Crossroads of America" is the motto of the state of Indiana.
2 : a short expression of a guiding principle: "Hope for the best and prepare for the worst" is my motto.
surname - noun sur·name \ ˈsər-ˌnām \
1 : an added name derived from occupation or other circumstance : nickname 1
2 : the name borne in common by members of a family
Monroe's plate has a name not a motto.
You know you are OLD, when you see the Slide Ruler you used in college selling in an ANTIQUE SHOP!!
