According to legend and the scoobies' theory, there was one staff that got handed off to various historic power figures before somebody decided it should be destroyed, discovered it couldn't be and finally decided to break it up and scatter the pieces.

The staff probably has a great deal of power as well as some sort of low level cognitive ability, something along the lines of an animal that can be trained. The bearer wants someone dead and throws it, it knows it's supposed to turn into a snake, bite the target, return to the bearer and turn back into a staff. The bearer wants a bunch of dead people all brought back, if it doesn't get more specific direction it does whatever accomplishes that goal in the fastest or least complicated way it can. Someone tries to take it from its bearer, it defends.
What the staff would have to lack, in order for it to have served all those historical heroes through the centuries and someone like Zerstorer, would be its own sense of purpose or a conscience.

Why? Do you want a sentient staff?
In order for The Destroyer to put the Staff together he needed the other bits freely given. That would give the staff a power to not do something. Not to be taken away by someone or not to be used. How many mythologies or religious beliefs would want the show to have to explain in telling all about the staff? I thought that could have been a possibility until they came up with the idea that Z needed a Grimm to get through the mirrors. Seemed to me it would be a rather pointless plot complication to say he used to be a Grimm but needed another Grimm because he lost the ability to do what a Grimm could do (open the portal). Maybe if someone decides to novelize the script...
