Yes Juliette had the final say in whether or not Nick became a Grimm again. He would never have gone through the spell without her agreeing to it.
The cat scratch had two side effects, the partial memory loss (Nick and all memories of him, Adalind's punishment for Nick for stealing her powers) and the obsession for the one that woke her from her coma (Adalind's punishment for Sean for abandoning her), Juliette had no control over her actions in this regard. I don't particularly have issues with her thinking she was a free woman during the amnesia plot except that I was being tortured needlessly just watching that horrid storyline for as long as it was on. It only served to highlight how Juliette was a bust as Nick's long term girlfriend/possible future wife. They went too far showing Juliette's independence that you questioned why those two were even together in the first place. There should have been some subconscious longing from her for the man she supposedly loved (even if she couldn't remember his name or face) she should have sensed something was amiss but there was nothing, for almost half a season, half a season too long.
