Regarding Meisner's relationship with Renard, aside from Adalind, who else would have known about it that would have enough power to put him in charge of an American faction?
On the other hand, perhaps it was some kind of covert action authorized by someone in the government who was affiliated with BC and wanted Meisner dead. After all, he's stuck in Tillamook (per wiki), in a somewhat isolated place, with only a few people running things. It certainly would be easy enough to assassinate him when the time was right.
