The woge was Adalind's reaction to the nice looking man staring at her. She was smiling at him before she woged and her expression became disturbed after.
There are two possible explanations for that first scene. One is that Adalind's "invisible woge" was a reflexive expression of her attraction toward him. The other is that she did it deliberately as a signal to a man she found attractive that she was wesen so that if he was too he'd return the signal.
