On average, there are about 90,000 people listed as missing in the US every year. About 2000 of these are never resolved. That gives us a rough envelope for the maximum number of people that could be involved. Presumably, some would eventually be convinced they had imagined what they saw, some would become unfortunate deaths and some would be recruited into the conspiracy of silence.
