Juliette expected Kelly to show up and she did. What she supposedly didn't expect was for Kelly to actually be killed which I don't get considering the carefully laid trap she helped set up. Juliette assured Kelly that the house was safe, that the (front) door was open, Kelly didn't expect the ambush because Juliette made sure to get her guard down. Kelly returned to Portland as per her son's girlfriend telling her he was in trouble. If she expected the trouble at the house, I'm sure she would have been better prepared for it but Juliette did her best to hand Kelly to Kenneth on a silver platter and then later claims ignorance to Nick of what the endgame was. She may believe her own words whether truth/half truth/lie, but I cannot. She overplayed her hand and the guilt was beginning to gnaw at her and thus tried to absolve herself in front of Nick. It didn't work so she tries killing him, perhaps to do away with the living reminder of what she'd done.
