That was a paint factory at one time and do we know if Nick used his name when he got the property? I wouldn't have.
I always regret it when I post something I think I remember instead of researching the facts, but I seem to recall Nick saying something about not putting it in his name. Doesn't say much for his powers of deduction if he did not do so; because he went to great lengths to keep the whereabouts of his new digs secret. Like I've said before, it wasn't longer than a short, short time before scads of people knew about it anyway; might as well have had an house-warming party. So who knows.
Think jsgrimm45 is on to something here - a really, really bone-meltingly hot fire caused by paint factory chemicals might just provide a way, what do you think of that, Fire Marshall Eric? They really did make things appear that Lucien would figure prominently in the story, then seemed to forget him. He would make an excellent villain.
But what about Chavez's partner in the Portland FBI office, he wasn't a part of HW, so that might count in his favor. He's law enforcement, so it would be natural to consider him.
Worse case scenario: the former Captain of the North precinct is given command of PBB South. Unless he was among those killed; didn't notice.
Of course, Hank seems the best choice to me. He has the training, experience and background to ease into the Captain's job.

The best way to burn a bunch of bodies : Cremation IMHO. You need access to a crematorium, Renard is a Royal, there must be one wessen undertaker in the Portland area who could "volunteer" his/her services. I am not sure how many bodies would have to be handled, I am guessing the ashes could easily fit into a 5 to 10 gallon crawfish pot, I have a few spares, which would then be dropped in the ocean or spread by helicopter over the forest. The "volunteer" would not spill the beans unless they wanted to give a Royal, 2 Grimms, 2 or 3 hexs, as well as an assortment of wessen and non-wessen a reason to kill him/her.
