I'm not sure that there is any indication in canon that Kelly neglected Diana in any way.
When she first meets Kelly, Kelly's been helping to save Mommy. (Which we know is extremely important to Diana since before she was born, after all she first killed to protect Adalind around the time Meisner arrived to take them away.) And Mommy handed her to Kelly, where Diana was completely calm (whilst awake) with Kelly humming to her and allowing her to play with the Nick medallion. (Synchronicity)
At Monroe's at Rosalee's, Diana has been screaming and Adalind's been unable to get her to calm down. So it's quite possible that she's missing Daddy after they'd reunited for a while. But after all Monroe's clocks have been going crazy, Kelly comes in. And everything calms down. And with Kelly nearby, Diana quietly rests in Adalind's arms. (Law of Sacrifice)
When Victor tries to open the Nick medallion Diana absconded from Kelly earlier, she snaps it shut and offers Victor a skull warning. But once she's with Kelly, she goes to sleep in the woman's arms. When we see Kelly and Diana drive off together, Diana's playing with a toy key ring, floating it (we know floating things is one of her favorite hobbies), and Kelly smiles warmly at her, telling her that they need to teach her not to do that in public. And Diana coos contently (which is also her reaction when Mommy and Daddy discuss that they'll stay together earlier). (Law of Sacrifice)
The next time we meet them again, Diana is holding Kelly's hand, walking beside her. So Kelly's taught her to walk. And Kelly's taught her to talk, as she can ask where her mommy is, later. Both of which requires patience and interaction with a child. Why she doesn't protect Kelly is unclear. Either Kelly's been teaching her that she's supposed to protect Diana and not vice versa. Or she's unaware that Kelly's being hurt at the time. (Headache) But note how Diana's comment on why Daddy had to kill Bonaparte is that he hurt Mommy. To then add "Men shouldn't hurt mommies." Diana has no way of knowing that what happened with Kelly didn't happen with Adalind's consent. Mommy handed her to Daddy. Daddy handed her to Victor. And Daddy was around when she was taken from Victor and handed to Kelly. So even if she does remember being taken by the Scoobies, she doesn't know that that happened against Adalind's will. What I think we get with the "other mommy" comment is an attempt to underline the parallel between the arc of Diana being taken to protect her from the Royals to what happened to protect Nick when he was taken away by Aunt Marie.
Nick: She was my mother from the time I was eleven. (Pilot)
It's rather obvious that Nick would know that Aunt Marie (kinda by default given that she was his aunt) wasn't his actual mother. Yet he says that she was, because she adopted him and continued to raise him after his parents were gone.
And it makes sense that Diana's been remembering Kelly around that time. After all being reminded of Meisner and learning that Mommy knows that Meisner is dead (The Seven Year Itch), gives her every reason to remember Kelly. After all Meisner was in the helicopter shortly after she was taken away from Kelly. And Adalind tells her that Meisner died because he got into a fight with some very bad people, which might be all Diana might remember about what happened to Kelly. And that happens two episodes prior to her asking Eve about Kelly (in Blind Love).
It might just Diana trying to figure out why her parents are upset when she kills when people around her do. After all Daddy asks her about killing Bonaparte after Bonaparte hurt Mommy, but Mommy just sighs and changes the topic when she asks if Daddy might have had something to do with Meisner's death. (Who she remembers killing the King and still misses enough to express her wish to see him again after Mommy told her that the man is dead.)
