The ratio of police to Nick was what? Something like 30 to 1? 50 to 1? Maybe there were more than that who just weren't visible? So with a ratio of that many men, it seems to me BC was planning for some kind of counterattack. Is it really feasible that this organization who plans to take over the world is really going to make sure any humans who enter the premises are safely rebuffed with the excuse of a lockdown? For that matter, Nick has to know the scoobies are coming for him. Is he really going to sweat it out, wondering if some poor human or humans stumbled on to the precinct and so must be safely ushered out before he can fight back?
I think anyone who entered that night was kept prisoner. If they died, they died. Who knows, they may have been killed off before the attack ever began.
