Perhaps there is a limit to how many can exist an once, but, as yet, we have no proof of this. And unlike Buffy's weapon, the staff isn't explicitly linked to the Grimm. They may have used and guarded it over the millennia, but we can't say it's bound to them. If anything, Diana may be more linked to it, than the Grimms. There are some shared traits between Zerstorer and herself, and he seems to have a greater connection to the staff. Or, at least, a greater understanding of it's power. Other than using the staff as a weapon, we can't say what else they'll use it for, but creating new Grimm would seem to serve no purpose. Not unless they can establish a deeper understanding of the nature of their power.
What power allowed Marie and Mama Kelly to come back? Why couldn't Trubel see them?
There seems to be a similarity to what happened with Meisner. Perhaps those spirits who are able to visit the living, are capable of choosing who they appear to. Trubel would have only been confused, so I suppose appearing to her would serve no useful purpose. Diana is unique, so her ability to see them may exist, regardless of the spirit's intent. I can't recall if she's ever nearby when Sean is being haunted. Though she does say something to her Mom about Meisner at one point, which could allude to her perception. In the end, you have to chalk it up to the mysteries of the afterlife. Meisner, Marie and Kelly didn't go to the hell dimension Zerstorer inhabited, so this implies that there is a counterpoint to that place.
