Think it's canon that Hex/Zaubs were advisors to the Royal courts. Grimms, on the other hand, were used mostly in the form of enforcers, I think. But, think of it, Catherine and Henrietta were dispatched of fairly easily. For that matter, so was Bonaparte and Frau Pech. We are missing something here that evens the scales.
